Cambridge International A Level Business (9609)
Cambridge 9609 is examined in four papers: two at AS Level (Paper 1 Business Concepts 1, Paper 2 Business Concepts 2) and two at A2 (Paper 3 Business Decision-Making, Paper 4 Business Strategy). Every question on every paper is marked against the same four assessment objectives — knowledge, application, analysis, evaluation — and the tariff of a question fixes exactly how many marks each objective carries.
That grid is the single most useful thing to understand about the subject, and the thing examiner reports say candidates understand least. This page sets out the papers, the grids, and the 38 past papers Quanta has broken down.

The four papers
| Paper | Level | Marks | Time | What it asks | Mapped |
|---|---|---|---|---|---|
| Paper 1Business Concepts 1 | AS | 40 | 1h 15m | Short-answer questions, then one essay chosen from two — the essay is 20 marks, and its (b) part carries 6 evaluation marks. | 18 |
| Paper 2Business Concepts 2 | AS | 60 | 1h 30m | Two data-response questions on short business scenarios, each climbing from a 1-mark identify to a 12-mark evaluate. | 18 |
| Paper 3Business Decision-Making | A2 | 60 | 1h 45m | One extended case study issued as an insert, with quantitative work — investment appraisal, ratios, network analysis — beside the essays. | 1 |
| Paper 4Business Strategy | A2 | 40 | 1h 15m | Two 20-mark essays on a case: evaluate a strategy the business used, then advise on the next one. | 1 |
How every question is marked
A 9609 question is not marked out of its tariff as one number. The tariff selects a grid, and each assessment objective is marked separately against its own band descriptors. These are the grids in the published mark schemes:
| Tariff | AO1 Knowledge | AO2 Application | AO3 Analysis | AO4 Evaluation |
|---|---|---|---|---|
| 3 marks | 1 | 2 | — | — |
| 5 marks | 1 | 2 | 2 | — |
| 8 marks | 2 | 2 | 4 | — |
| 12 marks | 2 | 2 | 2 | 6 |
| 20 marks | 3 | 2 | 8 | 7 |
Two things follow that most candidates never act on. An 8-mark “analyse” question carries no evaluation marks at all, so a conclusion on it earns nothing. And on a 12-mark question, half the marks are evaluation — which is why an answer full of accurate knowledge can score 4. The full guide to the grids, bands and examiner findings →

Is a calculator allowed in 9609 Business exams?
Yes, on every paper — and Paper 3 assumes one, since it includes calculations such as payback period, accounting rate of return and ratio analysis. The marks for those are still awarded for method and interpretation, not the arithmetic.
What is the difference between AS and A Level Business?
AS Level is Papers 1 and 2, covering syllabus topics 1–5. The full A Level adds Papers 3 and 4, which examine topics 6–10 (strategy, and the A2 treatment of HR, marketing, operations and finance) and expect the AS content to be carried forward.
Why do strong Business students get low marks?
Almost always because their answers sit in the wrong objective. Examiner reports for 9609 repeat the same findings each series: knowledge is written where application was needed, description where analysis was needed, and the judgement — worth up to half the marks on a 12- or 20-mark question — is saved for one closing sentence. Knowing the grid tells you where the marks are; the mark scheme decides.
